In the Book of Genesis, what do the 'waters' refer to in the creation of the world: "thus God made the firmament and divided the waters which were under the firmament from the waters which were above the firmament; and it was so" (1:7)?

The waters 'above' refers to the rain, and the waters 'below' refers to the oceans.
